Hmm.. and you are sure the binddn works?
Try
ldapsearch -h ldapmaster -D appl=proxy,ou=applications,o=ihc -w passwd
-b o=ihc -s base
Note: Your search filter is not correct. Should have uid=%s I think, not
a hardcoded "conmoon" username. Not relevant to the error however.
