Why do you think Squid uses all available memory?
The best place to look is in Squid, not the "free" memory in 'top'.
For example:
        % client mgr:info
        ....
        Resource usage for squid:
                ...
                Maximum Resident Size: 15940 KB
                Page faults with physical i/o: 0
        Memory accounted for:
                Total accounted:         8436 KB
