I had the same messages reported on my squid box (v1.1.18 on Solaris
2.5.1).

A fractional increase in the cache_mem parameter cleared the problem (I
haven't seen the messages since I increased the cache_mem parameter in
squid.conf to one of the upper bounds as reported in the message).

Looking at your output, I'd be inclined to try

cache_mem 38

rather than the default 8M of VM.

Well, it appeared to help me, but I have to atest to the fact that my Page
Fault/TCP connect ratio (see
http://squid.nlanr.net/Squid/FAQ/FAQ-10.html#ss10.18) is shot to hell at
present. I'm experimenting with values to improve it.
