Squid uses cache_dir to store objects on disk.

Your basic issue is related to SHM and\or selinux.
you can use the basic_data.sh script to get most of the needed
information about your system and the issue.
You need to first disable selinux or use permissive mode.
Then make sure you have a SHM partition mounted.
Only then squid will work with SMP support.
