Insert into squid.conf:
acl localhost src 127.0.0.1/32
acl to_localhost dst 127.0.0.0/8 0.0.0.0/32
acl manager proto cache_object
In newer squid versions, these ACLs are pre-defined. So it looks like, you
used squid.conf from a new version with a rather old squid (3.0). This is
not a good idea.
