For both of you:
compare the WCCP HEREIAM packet times sent by Squid and expected by
your router.
Squid should be emitting them roughly 2-3 times within the router
expecting period.
For example the default values are for Squid to emit every 10 seconds,
and the router to expect at least one every 30 seconds.
If you have modified either of their times (possibly to improve failure
detection speed) keep in mind that the packet jitter on WCCP signals
when there is a lot of traffic can be up to several seconds. The WCCP
packets may be dropped by the network stack, or Squid may be busy
servicing clients when its due to send another HEREIAM.
