Squid-3 is C++ code built using C++-compiler .... setting the
C-compiler flags does what do you think?

see "./configure --help" for available flags variables you can set.
CXXFLAGS is probably what you wanted there.

Squid-3.2 requires a minimum of GCC version 4 to compile. Preferrably
4.2 or later.
