what is the problem? that you are asked to authenticate?
also it's a connect(ssl) which can be tricky.
by your access.log it seems to work fine.
the only problem is in the POST request but it's from another point and
not acls.

Also squid 3.1.10 is pretty old (almost year old if im not wrong).
So you better try first to upgrade and use 3.1.20 and move on from there.
