If the *object* being requested can be served out of cache without
revalidation it is.
If it requires validation it cannot be served, but HTTP permits a lot of
the normal revalidation things to be ignored when connectivity is out.

The larger problem you will face is that images and content are usually
able to be served form cache, but the HTML object which displays them
need revalidation and cannot be. So the entire "page" collection of
objects is effectivly not usable.
