Try the below,

acl urlsFB dstdomain -r .facebook.com .fbcdn.net # Sample Facebook domains
acl timedFB time SMTWHFA 12:30-13:29 # Accessible time
for Facebook

# Place the below above all access rules
http_access deny urlsFB !timedFB # Rule to
deny Facebook unless it is time
