Yes. Squid does not monitor the configuration files for changes. It's
on the feature wishlist, but nobody has had enough interest to code up a
small background ticker event to do the checks.

However, you can on most systems setup a trigger script that
reconfigures Squid when the networking state changes (avoiding work
constantly polling the files). You will need to lookup your system
networking software documentation for how to do that. Also you may then
need to always use the provided networking tools to change
configuration, not just edit the config file with a text editor.
