the patch was applied in the helpers directory.
and the squid was compiled and installed using:

about the soft reconfigure option.
i have a bash script idea for a reconfigure using a second instance for
the squid 3.1 + versions.

it will use a second running and configure instance of squid to make the
reconfiguring less painful for the users.
