[squid-users] connection not being limited

I have this at the bottom of my squid conf:
delay_pools 1
delay_class 1 2
delay_parameters 1 -1/-1 125000/125000

On connection, it seems each individual client is being limited.
However, iftop shows a connection to one site of over 6Mb?!
Any ideas on why this is escaping through the throttle?
