Okay, looking at it much closer its a measure of the number of records in
the client_db cache. Clients for which network speed information, and
requests counts are maintained.
It's the union sum[1] of these:
clients with HTTP requests within last 5 minutes.
clients with >10 HTTP or >10 ICP requests within last 4 hours.
clients with >100 HTTP-only requests in last 24 hours.

[1] by 'union sum' I mean clients are only counted once if matching
multiple criteria.
