[squid-users] Squid started but no function

hi all,

i am using squid 2.6 STABLE5-7, after set all the settings in squid.conf, it
works very prefectly and no error message. But everytimes i restarted the
proxy server, i can see the squid service is ON there, but all my user
unable to surf net. i need to manually restart the squid service again, then
all user only can access net. why? is it a bug?
