thank you. I have done some research on your suggest and have modifed
my pac file to look like this and it works now.

function FindProxyForURL(url, host)
{

if (shExpMatch(url, "http://localhost*")) {
return "DIRECT";
}
if (shExpMatch(url, "http://127.0.0.1*")) {
return "DIRECT";
}

if (isInNet(myIpAddress(), "192.168.65.0", "255.255.255.0"))
return "PROXY 192.168.65.13:3128; DIRECT";
else
return "DIRECT";
}
