Squid CANNOT disconnect a network link. Your dial-up is probably
unstable or configured with a sleep disconnect most are by default.

What squid version? What error number? any other details provided as to
WHY the page was not available?

Your unstable connection is causing it. The link should not be unstable
though, dial-up is old tech.
