On that page it says "You can not limit a single HTTP request's connection speed. You can limit
individual hosts to some bandwidth rate." Does this mean that as long as each user is coming
from a different hostname (e.g. a different isp) or a different ip address, then their bandwidth
with be properly limited? And if two users are coming from the same hostname, then they will have
to share the limitation?
Also, could someone tell me how to translate this to a 56kbps speed:
delay_parameters 1 64000/64000 -1/-1 16000/64000
Is that line different from simply:
delay_parameters 1 64000/64000
