Kind of.. but not really. There is only two debug messages in the delay
pools code, both of which only show up on errors.

There really should be a bit more debug messages related to delay pools,
but there isn't any written..

doc/debug-sections.txt and the source code..

In the source you'll see lots of debug(NN, XX) (message), where NN is
the debug section and XX the level of that message.
