It does. 192.168.0.1 and 192.168.0.1/32 is the same thing in src/dst
acls.
In some earlier Squid versions there was some magic guessing of the mask
size if the IP ends in .0 and there is no mask specified, but nowdays an
IP without a mask is always /32. (2.6.STABLE3 and later)
