squid can't use more than one CPU currently. using aufs or diskd and some
external processes for various things makes this only a bit better.

they would help you, but not with CPU usage, see above.

This might be your problem. First check them, if you are not using useless
regular expressions for ACLs. Then, try applications like squidguard for
ACLs.
