I have deleted:
   deny_info ERR_CLIENT_HTTPS2IP_DENIED skype
and SKYPE is blocked now.
Then, to block skype (at least in my case) should be work:
   acl CONNECT method CONNECT
   acl skype url_regex ^[0-9]+\.[0-9]+\.[0-9]+\.[0-9]+
   .
   http_access deny CONNECT skype
