This may be also influenced by PAM and resource limits.
On my Ubuntu desktop:

# Sets up user limits according to /etc/security/limits.conf
# (Replaces the use of /etc/limits in old login)
session required pam_limits.so

I had to add this into limits.conf to get a decent amount of filedescriptors;
the default amount was locked down to 1024 fds per non-root process:

* hard nofile 8192
