Webmin, perhaps?
But surely, webmin is not supposed to read squid.conf and understand it
for you, neither can it do all the nifty stuff you can do if you read
the FAQ, the documentation and configured all that stuff.

Perhaps you want to just run Microshit Proxy? ;)
