IF your acl ie_browser is correct then,
Make an acl to have 192.168.10.4 and 192.168.10.5 to allow I.E access as,

acl spl_ie_users src 192.168.10.4-5/32

# Access rule
http_access deny !spl_ie_users ie_browser
