[squid-users] Question Regarding Delay Pool

Hi,

 I am lil confuse reagrding delay pool mechanism, for
example lets consider this.

client-----request 30Mb file--> squid---> Internet.

Now where will delay the bandwidth, between client-->
squid or between squid-->intnernet.

What i assume, when squid get the request it starts
fetching the the requested URL+any downloadable file.
In that case it will use all the bandwidth available
or will it use a chunk of it.

So I have two questions now,

Where delay pools act
What amount of bandwidth squid use to fecth the URL
