  Try :

  from_squid_box % telnet other_ip 1522

  - If you get connection refused ; then either; there is simply no
(http) service running on that host at that port.

  - OR you have a firewall in between squid , and the outside world of the
internet, which depending on security policies implemented, may lead
to the same (then confusing,indeed) error.
