I know it is not a Squid issue. I was just wondering if anyone in this community had come across this issue. I was looking for a solution. Do you know of a fixed wininet.dll? Location it can be downloaded from?

This is not a Squid problem.   Check your access log.  You will see an 
initial https request, then the client switches to regular http 
requests.   It is a problem (bug) in Microsoft's wininet.dll.
A wininet.dll version like "6.0.2800.1405" on Windows 2000 sp4 does not 
work correctly.   A wininet.dll version like "6.0.3790.118" on Windows 
20003 does work correctly.    The fact that it is a system library that 
contains the problem, any application making a https call is affected.
Please see Microsoft for a fixed version of wininet.dll.
