Squid runs on Windows from 2.3 version.

In the Squid 2.5 page, read carefully the Compatibility Notes and Known
Limitations section.
Currently, the 2048 FD limitations is the major problem: for a safe usage
you shouldn't have more than 100 - 200 users.
On the performance side, today I expect better performance on *nix systems.
