The proxies are meant to be used in the order returned by your PAC
script.
Ideas:
* Maybe you have some clients who have configured direct use of the
second proxy, not using your PAC script.
* Maybe the primary is not working so well, causing some users to fail
over to the second proxy. Once they have failed over they will continue
using the second proxy for some time.
