Maybe I need to add more details. The access to the Web service for the
localnet ACL is allowed at any time, but at specific speed rates depending
the time period.

Not necessarily because the ourservers ACL is for destination IPs and the
others for source IPs of Proxy request. In fact this configuration works
fine for all Delay Pools, except for the super_ip.
Anyway I'll try your suggestions and comment you the result.
