A full number means the user is idle and his credit pool is filled to
it's Max value.

For this you will need to use a class 3 pool... Squid does not remember
more than the last octet in a class 2 pool.

restarted.
Each user uses so little memory it is not worth the effort to clean the
pools of "old" individual entries.
