[squid-users] Delay Pool Usage.

I've experimented a little with delay pools, but some of the issues i've
not quite worked out. My desire is to give squid half of a t1 to the
users. Saying that, as long as the files are less then 1meg, as long as
the squid server isn't eating up more then half a t1, i'm fine with that.
Files over 1meg, i'd like to restrict to something like 30k/s.

Any assistance is much appreciated.
