Are you using a GRE module with support for WCCP?

WCCP is using a WCCP specific GRE protocol, not the standard GRE IP
encapsualtion protocol.

Note: I think you also need to set up a GRE interface for accepting the
traffic when using the GRE module. See the FAQ.
