 Ok, to make absolutely sure, put the command in startup
 of machine, reboot.
 Then verify intended setting with :

 # cat /proc/sys/net/ipv4/tcp_ecn

 Test the site again, if it does not work, you may
 have some 'local' ip problem.

 Is your box behind a firewall ?

 Also you may want to try

 # traceroute -I _to_the_site_
