[squid-users] 'bandwidth shaping' a 9600bps connection over a DSL network

Dear Squid-Users list,

I'm managing three PCs all indipendent, no server (their IP Gateway is
router's) that access the internet using a Zyxel Router ADSL 642-R11 in Win2k SP3.

I would like to 'force' one of the 3 PCs to use a much less bandwidth such as 9600bps accessing to all the internet traffic instead of leaving the free access to the maximum bandwidth the DSL router can offer.

Please note that I don't want to realize a 'traffic shaping' but a
fixed 'bandwidth shaping' at 9600 bps. So the third PC should
never be able to access faster to that speed/bandwidth even if the other
two PCs does not use any of the full available bandwidth the Router
could offer.

Essentially the third PC should be connected to the net over the DSL 'as with ' an old-way 9600 bps modem.

What's please the procedure for getting this result with Squid?
