You could try using a script to set the offline_mode in squid.conf and
run squid -k reconfigure when the remote site goes down. There has also
been some work (in the squid dev archives) on virtual server
acceleration and backend server rotation. For best results, you might
want to alter (or get someone to alter) squid to dynamically enable
offline mode (or an equivalent:} ) for requests when the backend server
goes offline.
