The IP-Filter headers are part of the IP-Filter package, needed on
SOME OS:es for transparent proxying.

You should only use the --enable-ipf-transparent option IFF your
system uses IP-Filter to transparently intercept TCP traffic.

If you are using Linux, then this option DOES NOT apply to your
system, as Linux uses other mechanisms to intercept TCP traffic. If
your are usign Linux-2.4 then the option you are looking for is
--enable-linux-netfilter
