dstdom_regex will reverse-lookup the IP address, and if the
reverse-lookup succeeds the returned name will be used in acl
processing.

For regex matching of IP addresses you will need to use url_regex,
such as in the following:

  acl numeric_block url_regex -i ^[a-z]*://[0-9.]*[:/]
^[a-z]*://[0-9.]*$
