cachemgr.cgi is a CGI program. How you configure your HTTP server to
execute it as such cachemgr.cgi does not care about, as long as your
HTTP server agrees on executing it as a CGI..

Note: It is strongly adviced that you ensure that only authorized
users can execute the cachemgr.cgi CGI program. It is not healthy to
allow public access to this CGI program as it's seemingly innocent
disguise actually gives quite big powers..
