cachemgr.cgi never listens. It is a CGI program running on a HTTP server
of some kind (i.e. Apache).

To cachemgr.cgi you enter the same information as you do when
configuring a browser to use the Squid proxy.

Have you installed any firewalling that may prevent cachemgr.cgi from
speaking to the Squid proxy?
