netmask it is a network address (i.e. 192.168.20.0-255)

Looks ok, but are you positively sure that you do not want any
additional restrictions? With the above the whole Internet is allowed to
access vodafone.com.au via your proxy..
And no, the ordering between the two allow lines is not important here..
both are "allow" and neither of them is using "proxy_auth" ACL's.
