Do not change the L1 or L2 parameters.

Note: the default settng of "16 256" is good for up to about 9GB of
cache. Above that one should increase the L1 parameter, but it is not
critical if one forgets to.

L1 can be increased provided the old cache size was not too large for
the old L1 value. When increasing L1 "squid -z" must be used.

L2 cannot be changed without clearing the cache.
