I think you can do it with FreeBSD, which has some options for
bridging in the kernel. The FreeBSD DUMMYNET descriptions lead me
to believe that you could set up a bridge that performs packet
filtering and rate limiting, so it might be able to intercept HTTP
too. I've always wanted to try it.
