yes.
you must set in the squid.conf using authentication proxy. might look like this:
#ncsa_auth based user authentication
authenticate_progam /usr/local/squid/bin/ncsa_auth /usr/local/squid/etc/passwd
acl authreq proxy_auth REQUIRED
then you can specified any users in your network to access the website.
