For connections to the IVBB I use the following options:

icp_port 0
cache_peer xx.ivbb.bund.de parent 80 7 default no-query no-netdb-exchange no-digest

You might want to use appropiate always_direct/never_direct lines to force
direct connections to the local network and force the use of the proxy for
everything else.
