Barring a pretty unsual config, yes. Of course, if a 650 MB file is even
configured as cachable...

You can adjust it using the quick_abort_* options.
The default is finish the download if there's less than 16k to go.

Unless there's a huge chance that file will get requested again (for
instance, an httpd accelerator), finishing a download like that will just
sack your hit rate well into the negatives.
