If you get this message then the parent is truly having problems and
should probably not be used... If you get 10 of these in a row then
Squid will consider the parent dead until it can successfully connect to
it again.

See also your messages file. There are a couple of special cases where
it may be the local system (your proxy, not the parent) causing TCP
connections to fail. These are usually logged in messages, or Squid will
complain loudly with quite odd messages...
