Broken is a matter of definition. There are basic design issues
resulting from being designed ~8 years ago where the available
technology was quite different, and today we run into the limits of
these old designs.

Today there are lots of new nifty techniques available to make
applications scale, and Squid is gradually being changed to make use of
these. But changes takes time (as in months, not CPU time), and requires
resources (as in man hours, not memory).
