Did you compile the ECN option (under networking) into your kernel? If
so that's the reason for your problems because hotmail has a faulty
CISCO equipement and refuses to upgrade the firmware (but that's another
story - and they are not all wrong). Just do an
echo "0" > /proc/sys/net/ipv4/tcp_ecn
to get rid of the problem.
